sometimes 1 site loads the entire server and there are 24 cores, how to prescribe in ngix or mysql so that one site figuratively does not take more than 10 percent? maximum? that is, if it tries to take the entire server for 5 minutes, then cut it off, or how to prescribe so that one user on the site cannot be engaged in downloading the site because of which everything starts to slow down?

What exactly is loading? cgroups can help. It is possible to make some restrictions for the MySQL user.
If the load is legal, then restrictions will not help you. Look for a source.

Split into containers/virtual machines and restrict them to dedicated cores.
