Programs crash from startup Windows 10 - what to do?

There is Windows 10 Enterprise
For a long time everything worked well.
But lately programs have started to fly out of startup.
Those. for example, in the settings of Viber, Slack, Skype, etc., there is an enabled option: "Run at startup", but after turning it off / rebooting, this option becomes disabled again and programs crash from the Startup list.

At the same time, some programs still remain in Autorun - for example: Lightshot screenshot, as well as Dell Display Manager.

Where to dig? Where to look? Maybe some service broke / stopped or something else?

ps: absolutely the same assembly of Windows works on another computer and everything is ok there. Reinstalling is not a hunt - it will take a lot of time

I reinstalled a couple of programs, i.e. not even everything and everything became normal - everything remains in Startup as it was before. I don't know what it was - but reinstalling helped!

Most likely (I do not approve) a prohibition is set on writing to the registry for programs installed by non-administrators. Because of this, keys are not stored in the startup section in the registry.

In previous versions of Windows, it was possible to send a program to autoload through the registry (and this was done in most cases), but there was an alternative way - to throw the program's shortcut into the "Startup" folder.
In Win10, there is no link to this folder from under the Start button, but the folder itself has not gone away. In my Win10 Pro, there are even two of them, they are located at the addresses (in the English version):
C:\Users\ [ username ] \AppData\Roaming\Microsoft\Windows\Start Menu\Programs\Startup
C:\ProgramData\Microsoft\Windows \Start Menu\Programs\StartUp
Through one of these folders, Windows Sidebar is launched for me, because this program is not allowed into the Windows registry.
