ProFTPd and Debian, how to allow user to delete folders?

Hello! How can I make local users delete folders in their home directory? They can create files and folders, rename. But they cannot delete folders. Here is the log:

Command: CWD /

Command: PWD
Response: 257 "/" is the current directory

Response: 550 1: Is a directory
