There is a disk with original software from KWORLD. Design and usability are unpleasant:

What software is suitable for Philips SAA713X tuner, Hybrid Capture Device?
Preferably something that doesn't look like a child's toy with a bunch of colored buttons.
It is planned to use only S-VIDEO input. TV and FM channel tuning functionality is not needed.

I chose the best option IMHO - My TV
Portable version and does not require libraries. Works great. I don’t like it, it just asks you to select a capture device at startup and you can’t make shortcuts to immediately launch it with the desired device.
