Problems with Telegram bot - why does telegram constantly send the same messages to the webhook address?

1. Created a bot
2. Installed WebHook (port 443) using this library https://github.com/MrRoundRobin/telegram.bot
3. Uploaded to Azure
But the telegram server constantly sends the same packets to the bot without interruption. Left overnight to check, came with over 2000 messages, all the same.
What's the catch?
