Problems with Internet access to the house. How to be?

Comrades! There's been trouble! Almost six months ago, Rostelecom ran an optical fiber to the house (a private sector of 4 adjacent houses) and left. They put a shield near the house. I, in fact, call and ask: And when you run a wire into the house, to which the answer was: 400 tr. and let's do it. In general, the question is: how to be and what to do? Is it really possible to do it yourself?

If I understood you correctly, it’s unrealistic to conduct it from their shield myself, or rather, you can, but if you somehow manage to get into the shield and connect a cable to it, it still won’t be there before activation by the Internet operator.
The most realistic thing you can do is find another provider if there are any.

What will you do if the price is officially given to you? You yourself will climb into their closet - the RTK will write a statement to the police for damage to property.
In addition, where did you get the idea that this is the RTK cable? This may be, for example, some of its subsidiary/contractor organizations. Moreover, it is completely unknown what (will be) connected to it on the other side, it may be far from IP or the Internet.
So use 3G or consider some kind of wifi bridge from where you already have internet.

If you live in one of the central regions, I can only recommend LTE networks.
In Finland itself, there is no internet to the dacha, we use one of the mobile providers. Not nearly slower than the RTK in his native St. Petersburg.
