Problems with entering Russian text in IE 10

Good afternoon.
After installing Windows 8 (it was last night), I decided to temporarily stay on IE 10, because. I really liked the browser for its speed.
But then a problem surfaced ...
Instead of Russian letters on pages that have text input fields, some kind of gibberish is displayed, for example, instead of "Hello", "? @ 825B" is displayed, etc.
Moreover, everything is fine in the address bar, but it is on the displayed pages that this is such a problem.
After installation everything was fine, the problem manifested itself only today.
After installing the system, I installed a basic set of programs: MPC-HC, Notepad ++, Winrar, Punto Switcher, and all the necessary drivers and updates from Windows Update.
In the Metro version of IE and in Chrome, everything is fine.
What could be the problem and is anyone else having the same problem?
PS I found the same complaint on one forum:

@iPharaon

Problem solved.
It turned out that it was in the SetPointSmooth.dll smooth scrolling plugin from the Logitech SetPoint program for mice and keyboards, disabled this plugin in add-ons - everything worked right away.

Try changing the page display encoding from UTF-8 to "cp1251". Or add additional languages to the browser through the settings (Tools-Internet options->General->Languages). Sorry, but there is no Russian-language Windows 8 at hand.
