Problems when raising LAMP (Quota format not supported in kernel)?

I decided here to set up a LAMP server on a digitalocean droplet according to the guide and ran into a problem.
in step 11 "Install PureFTPd and Quota". I can't set up Quota. ultimately writes:

quotaon: using //quota.group on /dev/vda1 [/]: No such process 
quotaon: Quota format not supported in kernel. 
quotaon: using //quota.user on /dev/vda1 [/]: No such process 
quotaon: Quota format not supported in kernel.

ps googled. Googled a lot. everything I found - I tried to do. nothing has helped so far.
pps system Ubuntu 16.04.2 x64
