Problems installing CUDA. Why are files being deleted?

Installed Visual Studio 2019+ Cuda 10.1. After installation, I could not run the latest version of tensorflow, after surfing I came across an advice to install cuda 10.0, since a newer version is not yet supported. Removed cuda 10.1, when installing 10.0 I realized that I needed an older VS. I installed VS 2017, but when installing cuda 10.0 strange things began to happen - the installation went without errors, but there was no place on the computer after it. At the last step, after clicking the Finish button, the files are deleted, what could be the reason?
