Problems accessing external sites, what's the problem?

Good day, colleagues!
There is a server:
Virtualka on VmWare 5.0 OS Windows Server 2008 r2
Exchange and IIS
On IIS the site which takes the data from an external source turns.
After an emergency restart of the server, the site stopped taking data from an external source, the logs indicate that the site cannot connect to an external source. On the server itself, the Internet began to work "once", i.e. the first request to any web page fails. Mail works fine, the problem is not noticed on other servers in the network. Below is the tracing and ping (192.168.71.200 is the gateway, why I don’t know, such a system was given to me)
Already broke my head, I can’t find the problem, please tell me what to look for and where to dig?!?!?!
