Problem with Windows 7 fonts

Recently I noticed that when you first change the standard wallpaper on the seven, something strange happens with the fonts, a barely noticeable black stroke appears around the letters, the fonts become an order of magnitude worse than they were before. I checked it on different hardware, tried to change the ClearType font smoothing and visual effects, but you can no longer get the original state, you have to roll back from the restore point.

In "Visual Effects" you need to turn off "Dropping shadows by icons on the desktop" and the stroke of the font will disappear

Same issue with fonts. I have already tried everything listed, does not fix the problem and the demolition of Windows. I set XP, 7, 10 (32 and 64bit) to no avail
