Problem with Ubuntu custom kernel?

Installed liquorix kernel on Ubuntu. I start cpupower through the terminal, the standard output appears, but if I write sudo cpupower then: sudo: cpupower: command not found.
And also systemd does not see cpupower, what should I do?
Here is the output of which: /usr/src/linux-headers-5.15.0-10.1-liquorix-amd64/tools/power/cpupower/cpupower

cpupower does not have an executable flag for the root user
cpupower is not in the root user's PATH
