Problem with starting Windows, how to solve?

Hello, my Windows does not start, it just turned on (the screen with the BIOS launch) and immediately goes out. And it starts up again, and so on ad infinitum. Can't get into bios either. There are important files on the computer. Help what to do?

Remove the screw, insert it into a known working device and copy the data to a flash drive, another screw, CD, floppy disk, punched card, etc.

who can't enter? he can do everything! Go into the BIOS, find the item with the value IDE (or AHCI) and change it to the opposite (if IDE - set AHCI, if it costs AHCI - set IDE) and may you be happy!

If files are urgently needed, in your case I would disconnect the drive with these files from the "broken" PC (taking precautions - if the HDD, do not drop, etc.) - and connect it to a working PC for copying.
And the PC would have been reanimated later, working from a spare. Does Bios work? Is the drive visible in it? What does drive diagnostics say? Further on the situation.
If the files are important, they are always in the backup. If there is no backup, they are unimportant. This is so, by the way.
For example, if I needed important work files, and the PC is not working, I could choose to:
- get them from the dropbox, where they are synchronized in real time
- get them from another PC, where they are synchronized from the dropbox
- get them from the Synology NAS, where they are also synchronized
- if the files are relatively old and have not changed recently, I can get them from the same Synology from the disk backup image There are
4 options, and none of them is associated with a screwdriver...
