Problem with DDR 3 1000 mhz instead of 1333 ??

Hello, please advise.
Installed two strips of DDR3 1600 mhz operatives. But everything works at 1000 mhz. Although the mother and percent pulls 1333 mhz.
How to set it up so that it works on 1333 in the BIOS it is automatically detected if manually installing 1333 the PC does not turn on.

If you adopt FSB1333-CPU and DDR3 1333 memory module on this motherboard, you need to adjust the jumper. Please short pin2, pin3 for FSB1 jumper. Otherwise, the CPU and memory module may not work properly on this motherboard. Please refer to below jumper setting.
