Initial data:

2. ISP2 - Beeline. L2TP. Channel - 100 Mbit. (bee-internet)
You need to set up load balancing to maximize the use of two channels as "torrent downloaders" at 200 Mbit. Those. either ECMP or using Nth rules in prerouting. I read a wonderful article on this topic on Habré - Mikrotik. Failover. Load Balancing, but there are some nuances. The article describes the option where both ISPs are connected via Static IP, i.e. there is a fixed gateway for each ISP and we add routes manually for each ISP. Then, depending on the marking of the connection or route, it goes to either ISP1 or ISP2. Here everything is very clear and understandable.
In the case of PPPoE and L2TP, a default gateway is automatically created for each of the connections. If we remove the "Default routing" checkbox in the PPPoE and L2TP client, then we lose the Remote Address through which traffic should go. Those. if you remove the addition of the Default Route in PPPoE and L2TP connections and just make the default route, in which you specify two connections in turn as gateway, like this:
