Problem with Cyrillic Bootstrap. Why?

Good afternoon!
I feel that the question is elementary, but something stuck. Everywhere is by definition UTF-8 Unicode. When you upload the framework to the hosting, you get this (attached). Even the Basic template from bootstrap-3.ru is not displayed correctly. What's wrong? Thank you!

The problem was solved by adding the AddDefaultCharset Off line to .htaccess. Thanks to all!

On the hosting, switch the server to return pages to UTF-8 and restart the web server (usually done from the admin user hosting control panel)
