How to bulk change encoding in DB CP1251 → UTF-8?

I imported about 50,000 records to wordpress, on the way the encoding fell off on some records, it became CP1251, I need it in UTF-8, is there a solution how to fix this in bulk? because there are more than 1,000 "flying" records

if all NOT correct records have these "cracks from Serbian" - sort through the records, look for these characters in the required fields, run through iconv / or something and save back already kosher Russian in utf8,
I think otherwise it will be difficult to catch - these characters are such same utf8 as "AZ"
