Problem editing styles in chrome devtools?

There was a problem editing styles in chrome devtools. Styles from the style.css file (I work only with it) - became unavailable for changes. There is a file with styles in Sources, but it is empty. The problem is solved by pressing the button to reset the settings to default and reloading devtools, but before the first reload of the site. Screenshots below:

devtools shows that you have styles written inline in html itself, which means it’s not clear what you are looking for in style.css.
