Problem after registration, what to do?

I registered a second account, I wanted to ask a question, but I need to confirm the account by mail. I go to the mail, I see a letter, everything is as it should be:

So, I follow the link, I get into the settings, but after that nothing changes. I click on the "plus sign" to ask a question - the same inscription confirm the email. Followed the link ten times, but the result is the same. And I relogged into the account, but I can’t ask a question in any way ...
