Priority of composer package versions in root scope?

Good afternoon.
There is a repository package A.
In package B it is included as "A" : "dev-master"
In package C both packages are included in "dev-dev" versions.
There is a conflict of versions of package A (b is pulled by the master, and the root is a crowd of devs).
Can I specify the priority of the fact that its version is needed in the C package (root scope)?
