PowerBank charges after three seconds of shutdown, what should I do?

PowerBank arrived from China, almost non-working, wrung out the loot, but the question arose of how to bring the bank back to life?
The trick is that it works from 3 seconds. Cut-off, then turns off for 3 seconds. And again, everything is the same.
Substantive QUESTION #1 What could be wrong with this jar?

1. The jar is dead.
2. Replace with a working one.

What does "works for 3 seconds" mean? Charges in 3 seconds or charges in 3 seconds? If the first - then it may be an option that the bank "does not see the load." You can try to find or draw a diagram and figure it out. But since the money was returned, it was only out of "love for art." Easier to take apart for parts.

Most likely the protection is triggered due to a short circuit. I do not advise digging, buy a new one.
