[PostGis] How to get elevation data to work in vector?

Hello.
The task is to get terrain data (points / polygons / polylines - it doesn't matter) for further work in the vector. I am using PostGis database.
The STRM data is completely accurate in terms of accuracy, but there is raster data (*.tif).
I will be glad for any help. For work I use QGIS, Python 2.7. Installed OS Windows 10. There is an option to deploy Ubuntu in a virtual machine. If you need something else to add or install - tell me.
