Port forwarding from one network to another on Mikrotik and ACS?

Good afternoon.
The essence of the problem is as follows:
Two branches are connected by 2 microtics Network 1 - 10.1.2.1 and Network 2 - 10.1.1.30. Everything goes over the Internet on l2tp.
Devices on different networks ping perfectly and shared resources are available.
In network 1 there is a device with ip 10.1.2.3, which has a setting for connecting to PC 10.1.1.44 in another network, this is the Parsec 2.5 ACS server.
But the ACS server does not receive data from the device, it is not active in the settings.
1. I try to make route 10.1.2.3 in l2tp in the logs there is data on the PC ACS, but the device does not cling, although the ACS writes that there is a connection, i.e. "Connection established", but the device is not active on the panel in the program.
In the Mikrotik 10.1.1.30 logs, you can see how the packets from 10.1.2.3 go to the ACS 10.1.1.44, but there are no reverse packets.
2. I visited port forwarding in NAT and Firewall, so in general ACS writes that it does not see the device.
Give advice to a beginner on how to forward everything correctly.

With the correct configuration of the routes, everything should work. tried to ping from both sides opposite? take, for example, two laptops with the ip's you need and try. will not go to any of the sides. Turn off masquerading, with vpn it will only hurt you rather than help you. in general, there is such a good thing as ospf, in your case it would be useful. if show configs - it is even better.
