Poor speed downloading packages from the Ubuntu repository?

OS Windows 7 Ultimate.
It costs VirtualBox
It has Ubuntu 16.04 amd 64 desktop.
Access to the network through Yota.
The maximum speed is 20 megabits.
The test speed is 10 megabits.
I download the package ( apt-get ) from the Ubuntu repository (Russian Server).
First seconds 10 - 15 322 Kb / s
(and every time the same) then 2 Kb / s .
And so the whole day. Disabled Firewall
on Windows didn't help. Can it depend on Yota? Please let me know if anyone has faced similar issue.

I have exactly the same problem with iota: the tariff is maximum, according to the speedtest, the speed is 20 Mbps, but even a regular apt-get update can take half an hour. And the same situation is not only with repositories, but also with downloading torrents, steam (even a website).
Iota support responds to all unsubscribes and does not admit that they are violating net neutrality and shaping certain resources.
The only solution is to use a VPN. When connected via VPN, everything starts working at max. speed.

проверьте скорость

Чисто в качестве предположения, возможно apt-get пытается качать в несколько потоков, перебарщивая в их количестве и в результате этого скорость отдачи сервером резко падает так как тот рассматривает apt-get слишком резвым.

Yota.
Yota limits downloads while the channel is loading.
For example, my yota download speed will be 10 megabits, if I start downloading a torrent, the speed will drop several times, almost 512 kilobits, BUT if it happens at night, then the speed will be maximum 10 megabits or 1.2 megabytes.
I think just because of this, the data is slowly downloading from the ubuntu repository.
