Plus/Minus vs Minus/Plus?

Good afternoon.
Please tell me which wording is more correct:

  • On/Off vs Off/On
  • Open/Close vs Close/Open
  • +/- vs -/+
  • etc.

A few real life examples:
  • In the program, you need to make a parameter that will determine the time for the full opening / closing of the valve. How to call this parameter: Full open/close time or Full close/open time ?
  • For example, in the program you need to create 2 parameters: Full opening time and Full closing time . Which of these parameters should be the first in the list of parameters?

It seems to be more common +/- than -/+ , but why - after all, the first element always represents 0 , the second 1 , the third 2 , etc. (zero is more suitable for minus, off, closed, etc.)?

IMHO the order may depend on the default value. If the valve is designed to relieve pressure and is closed by default, then the documentation can indicate the opening / closing time - in the order in which states are received.
If a set of the same type of elements with a different start state or an element with an indefinite start state is described, then (again IMHO) it is better to take a pair according to the “add state” / “remove state” principle. I mean "+/-", "open/close", "turn on/off", "fell/wrung out".
