Placing a .kz domain abroad, is it possible or not?

Good afternoon everyone. Is it possible now to host a .kz domain abroad (not on Kazakhstani servers)? I just don’t understand, six months after the ban, such an order was issued goo.gl/iPVe64 , now I asked nic.kz, they sent such a document goo.gl/8wwo1W dated September 7, 2010 (six months after permission to post abroad) which says which is not allowed to be posted abroad.
If all the same it is impossible, then who has experience of circumventing this law? Can the law be ignored? How quickly and under what conditions can they notice this (no extremism, everything is according to the law)? If all the same it makes no sense to ignore, then which hoster corresponds to the reg.ru level in terms of the quality of support and software (php, mysql. cpanel versions)?
