Placement of the site on the INTRANET?

Hello. As a newly hired employee, I was given tasks to complete within a year.
One of the tasks is the creation and administration of the site.
I didn’t bother with the site, I made it on Joomla, as all normal people do now, downloaded the template and filled it in with the information given to me.
The question arose about posting from the Internet, they said that most likely they would not be allowed to post it on the Internet, because. there is no Internet in the society of workers.
So they came called, launching through Denwer + Joomla = ADSki long load time + denial of obedience to plugins and extensions! We need to find a solution to this problem so that the site begins to load faster!
Task:
1) Placement on the intranet
2) Ability to use without the Internet

The whole problem is that in society ordinary workers are denied access to the Internet, only I have Internet from the entire department. But what really surprised me is that the company's main website opens for everyone, of course, for me, but also for those who do not have a trace of the Internet!
Writing a website in HTML is a waste of time for me.
I think there is a solution to my problem.

If I understood correctly, then you need to deploy the site in the local area network of the enterprise, right?
To do this, you need to raise a web server and configure the intranet dns. Actually everything.
You can do without DNS, let them drive in the IP address of the web server.
If you formulate the question more clearly, the answer will be correspondingly more precise.

Ask your company network administrator for resources to host the site. Most likely you will be provided with a server or access to hosting within the company. Place it there. Sites are not placed on Denwer, as they correctly said in the comments - this is a developer tool.
