Placement of images of licensed disks on the network. Is it legal?

Some online stores of computer games (we will not indicate their addresses) after buying games allow you to download the game via a direct link or torrent, sometimes in other ways.
Can you please tell me if this is legal? How do they do this if 1C is so strict with all pirates, and their supplier is 1C in 9 cases out of 10?
Once again, I will clarify that we are talking exclusively about licensed games.

All of the following is solely from the point of view of the Civil Code of the Russian Federation.
The image cannot be licensed or unlicensed.
It may be legal or illegal to use the object of intellectual property rights. Those. if you have an agreement on the use of a copyright object (a disk and a receipt from the store are enough), then you use any image you use legally.

Intellectual rights do not depend on the ownership of the material carrier (thing) in which the corresponding result of intellectual activity or means of individualization is expressed.
Thus, if you bought a disc (or many discs in bulk), you have the right to use that disc and the related software on it. You can only sell the software together with the disc.
Copying information from a disk somewhere is already using the results of intellectual activity and permission is required for this. The absence of a ban is not a permission.
So what you asked about would appear to be a violation of the law.

Everything is simple here: I bought the game - take the image from wherever you want, it will be licensed for you. On the part of online stores, games are available only to those who have paid, so this is not piracy.

In the case of buying legal content in an online store, distribution even from FTP, even from a torrent is quite legal, unless the license agreement states otherwise. When buying and downloading a game on Steam, you understand that Steam has an agreement with the game manufacturer, and this distribution mechanism suits everyone. In some cases, when buying a disc, the license specifically discusses the prohibition of copying. But such amendments, as a rule, apply specifically to the purchase of physical media.
