PL to create a smart home control program?

Good afternoon.
I am working on creating my own smart home. The situation is this - there is a Raspberry Pi with a module from Z-Wave.me, an OpenRemote control server, a 7-inch Android tablet. Everything works great on a tablet. But the house has three floors, and carrying a tablet everywhere with you is not very convenient. Therefore, the idea arose to make a stationary remote control (a 7 "touch screen connected to a raspberry") and make a program that would repeat the interface on a tablet. OpenRemote works through JSON requests, so the program is required to work in a similar way, you can not touch the GPIO OpenRemote configuration can be "pulled out" into an xml file. Please advise on what is the best way to implement this? I'm a zero in programming, but I'll figure it out somehow.

Do you need an AP? I understand the server has a web muzzle? Chromium in kiosk mode?

Nothing is clear. The concepts of "carrying a tablet everywhere" and "stationary console" are mutually exclusive things. In fact, on raspberry you want to make the same tablet only less convenient. What's the point of this?
