What is the easiest language to write a web application for working with an Oracle database (PHP, Python, Java, Ruby or another), in which you need to implement pages for viewing, changing and adding data, exporting reports to Excel and parsing input data to avoid typing invalid values?
What resources, tutorials for learning how to implement all this would you recommend?
