Ping on Google increased exactly three times. Just me?

When I need to quickly check the availability of the Internet, I already habitually ping the short goo.gl from the terminal. From the very beginning, this and other Google addresses were responsible for 45–50 ms , but already from half a month, probably, the ping is stable at 150–160 ms . I am in the center of Ukraine .
Does anyone know why this could happen?
