PhpStorm on OS X - why do hotkeys work crookedly on the Russian layout?

Good afternoon.
Has anyone run into this and how did you resolve it? Regular hotkeys like cmd+C, cmd+V, cmd+Z, etc. -- if you press them when the Russian layout is active in the system, then they work, as I understand it, not on the window with the code editor, but on the project files panel. For example, I select a section of code, press cmd + C, then cmd + V, and it inserts the name of the current selected file into the code on the project files panel on the left, and the window for copying this file itself pops up. Googled, a similar problem with ubuntu and software in Java pops up everywhere, but there generally hotkeys do not work with the Russian layout. PhpStorm 11 with embedded JDK. The bug has been observed for a long time, but I could not associate it with the layout, I accidentally noticed that it depends on it, while working on a project with a large amount of Russian text. Tried to set default hotkey settings - didn't help.
