phpstorm.exe does not start, how to diagnose the problem?

phpStorm 2018.2.3 stood and worked, yesterday it suddenly stopped running. After clicking on the shortcut, nothing happens at all, no errors, no brakes telling about any work, no new processes appear in the task manager.
I downloaded the current installer from the manufacturer's website, installed the new version 2018.3.4 on top. At the end of the installation, I checked the "Run PHPStorm" checkbox. It started, picked up the settings, worked, I opened different projects. I can’t remember if there was such a thing that closed the storm completely and opened it again.
Not open again today. Reinstalled again, started again. I closed the window, I poke into the shortcut - zero emotions. Then there were dances with a tambourine, monotonous, but incendiary. Rebooted, removed storm, reinstalled, closed, opened, checked the entire system with antivirus, removed several trojans or suspicions of them, reinstalled again, etc. The result is the same, immediately after installation, a tick from the installer starts, it's worth closing and that's it, no further.
windows 7 ultimate 32 bit. An account with administrator rights. In Windows, I already don’t understand well, where can I even look at the log, what generally happens when I try to start the application, what is the error?

1) Right click on "Computer", then "Management":
2) You can also try to run from the command line: go to the phpstorm directory - "C:\Program Files\JetBrains\PhpStorm 2018.2\bin\", the path may be different. Next, shift + right click in the folder and select "open command window" and type "phpstorm.exe". Perhaps the error will be displayed in the console (or whatever it is called in windows, I forgot)).
3) Also try disabling your antivirus temporarily.
4) You can try to install the latest version of java.

Maybe he doesn’t have enough rights, in win 7 vac (or whatever it is), if the account is admin, then by default, not all rights are given anyway, like an application, for example, they cannot write to system folders. Try right clicking and select Run as administrator.

Good afternoon, I ran into the same problem, the solution turned out to be much simpler and more unexpected than I expected. The computer lacked Microsoft Visual C ++ 2015-2019, which I safely deleted a couple of days before. After installing it and rebooting the computer, everything worked fine.
