Opened production file in WinSCP via PhpStorm. I have PhpStorm set up so that you don't have to press Ctrl+S - it saves everything automatically. PhpStorm did not understand the encoding that was in the file. And instead of Russian letters, she brought out question marks in a rhombus. And automatically saved the file. Is there any way to fix this now?

PhpStorm, like other IDEs from Intellij, has Local History - you can try to select the very first version of the file and roll back to it.
you should look at the file in some hexadecimal viewer/editor. if it will be seen that the entropy as a whole has been preserved, it will most likely be possible to convert it back, realizing what has changed for what. otherwise (if everything or almost everything there) is crammed with the same type of characters, nothing can be done.
