phpstorm 8.0.1. Why are comment hotkeys not working?

The rest of the hotkeys seem to be ok, they work. I checked in the keymap - everything seems to be set correctly, on Windows it seems that the same does not overlap anything (ie there are no shortcuts / other progs that use these key combinations). What can be wrong
