The task is to develop a WEB face for some part of the 1C (8.1) base in PHP. Who faced such problem? How can this be organized not through direct interaction with PostgreSQL? Or is it still better to work directly with the database? I ask because I have never worked with 1C :)

In 1C there is such a thing as Web services .
Directly into the database 8.1 (no matter which database) is better not to climb.
