PHP and Sockets, How to set up a server to receive data via TCP/IP protocol?

Good day gentlemen.
What to do and in what order.
The essence of the question is this, there is a gps tracker that sends data to a specific address with an open port, I would like to know how I can get this data and write it to the database + how to configure the server so that it accepts them.
