Photoshop on Mac OS keyboard shortcut for save for web action not always working, how to fix it?

Recently moved to Mac OS. I constantly use the keyboard shortcut for the command "Save for web..." cmd+option+shift+S.
The fact is that it does not always work, sometimes a normal save window opens, as if I pressed cmd + S.
No buttons stick, if photoshop decides that at the moment it will open the normal save window, it is useless to close and press again, there will always be a normal window. Saves only saving via File-> Save for web... But I would like to use the keyboard shortcut
