PhantomJS vs Selenium WebDriver?

Good afternoon. We need to test the web application on XPages. Which test solution to use, PhantomJS or Selenium WebDriver?

Why "or"?
Selenium WebDriver requires a browser to work. When developing or fixing tests, I use Selenium + IE to see what's happening on the web page and understand where the error is. And Selenium + PhantomJS is launched on the build agent.
