Per-pixel "smooth" scrolling - is it possible in Windows?

Is it possible to organize smooth pixel-by-pixel scrolling in Windows, as in MacOS in all applications?
Windiws 8, Synaptics touchpad, Microsofr Arc Touch Mouse. Drivers are the latest.

In IE 10 and Word 2013, touchpad scrolling is smooth (per pixel), while in other applications it is 1 line.
Are there any solutions? Or is it a Windows bug?

What does it have to do with bugs, if this is the implementation initially for standard controls.
