PDF417 decryption on rights?

Recently I came across barcodes like PDF417 on water certificates of the Russian Federation. In the barcode, I found base64 which contained the following data structure:

1314045272|20140701|20240701|ФАМИЛИЯ|ИМЯ|ОТЧЕСТВО|19860210|A,A1,B,B1,M|1301|131404527249
, also scanned more rights and decoded base64 and got:
6218159837|20140524|20240524|ФАМИЛИЯ|ИМЯ|ОТЧЕСТВО|19890714|A,A1,B,B1,M|6201|621815983766


In principle, the data, all the data are the same and are visible on the form, but it is not clear what the last value is (document number + two-digit number). Maybe a checksum?
