PDF: Is there an annotation reader?

I ran into a problem - you need to read PDF and add comments and mark the necessary pieces of text with a “marker”. Under Windows, there were no questions - the same convenient acroreader can do this. Problems arose in ubunt - as it turned out, the acroreader does not know how to do this under Linux (only the previous version under Linux), I didn’t find something native no matter how hard I dug, I had to drive Vine + Windows software, which is not very pleasing. Is there a solution for who uses what?

In addition, I want to do the same on an android tablet. What software is better to use for reading-commenting PDF?

I can’t recommend anything for Linux, but under Android, Adobe Reader will do your job perfectly.

Okular can take notes. But, if I'm not mistaken, then only he can read them later.

Foxit Reader and Foxit Phantom. The first one is free. The second one is definitely there, but the first one I don’t remember exactly.
