Linux and network card problems?

Hello guys, help me solve the subject, I've already rummaged through everything.
There is a Rasbery PI 3 and an ORICO externally powered hub with 10 USB ports.

4g modems are connected to usb ports for a mobile farm for their own tasks.
The disassemble includes only 1 usb port with a hub.
6 network cards connect without problems, no lag bugs, but as soon as you stick 7, the system slows down wildly.
I checked all the logs, there are no errors with the power supply, the block is good, the lightning does not appear either.
The processor is not loaded, the memory is occupied by 15% maximum.

What's the magic? How to debug this miracle (problem).

Still, it is worth checking the nutrition again for reasons:

  • USB hub one fig takes power from raspberries, and maybe vice versa. There is exactly this in rpi4, I came across that raspberries began to eat from the hub
  • calculate the peak power of all modems and compare whether the PSU delivers it, orico usually has 48 watts in total. On average, the modem eats 1.5 A at 5 V, which is already 7.5 watts. Total 7.5 * 6 (modems) = 45 watts, which is already the limit, add another modem and already 52.5 watts and the PSU will not take it out. And this is just offhand. most likely the modem eats more and in addition the raspberry itself can suck on the food
  • the very first point follows from the previous point, the PSU goes into defense, all modems are thrown off, the consumption drops, it starts to turn on at this moment it can suck from the raspberry planting its power, gradually the modem starts up in a chain and starts to exceed the power budget again, the circle is closed and all over again. Hence the lags + a large number of USBs must be determined and the system apparently also stupid

In general, check the power supply and consider it, I am 100% sure the problem is in it.
