PDF editors. What's better?

I'm trying to find a PDF editor.
Prerequisites are pretty standard: PDF creation, the ability to combine multiple PDFs into one, a simple PDF editor - add, delete, rotate, move pages. It will also be nice if it has interaction with AutoCAD.
Machines running Windows 10. You will be working with large PDF files (10-100 MB).
The brainchild of PDF Creator developers is not satisfied with the abundance of paid modules and the constant advertising of these same modules. Gene. the director is going to buy Adobe Acrobat DC Pro, but as for me, this is a huge waste of money on functionality that will hardly be used.
I'm looking at Foxif Phantom PDF, but already on the first pages of the forum I encountered problems like: "Edited / created by Foxit files do not open in Adobe products."
What can you advise from personal experience? What should I pay attention to, and what should I be careful about?
