PC reboot?

I restart the pc.
It turns off as expected, then starts. But before loading Windows, it turns itself off again and turns on, after that the computer does nothing, while the monitor does not see a signal.
It also happens that after rebooting the PC, the keyboard does not work.

Problem solved.
You need to:
1) Go to the control panel
2) Go to the power section
3) In the left panel, go to the item "Actions of the power buttons"
4) Click on "Change settings that are currently unavailable"
5) Uncheck "Turn on fast startup"
6 ) Save changes
