PC not working with 2 sticks of RAM?

When I connect 2 RAM sticks to the PC, it freezes and does not open Windows or freezes during operation. Both dies are working and completely the same as the slots. When working with 1 die, everything is fine.

1) The problem with the RAM slot
2) The conflict with the RAM, there is a theory that the dice may not work together, so they sell dice that 101% work in pairs.

If:
1) Put chip 1 in slot 1 and everything works
2) Then put chip 1 in slot 2 and everything works
3) Then put chip 2 in slot 1 and everything works
4) Then put chip 2 in slot 2 and everything works
5 ) Then put both dice and nothing works → dice conflict, pick another one
If the problem is at some step, then you can understand that there are problems with the dice or slot
