PC does not turn on, what are the possible reasons?

The PC turns on (buzzes), but the monitor does not light up ... I inserted a PC Analyzer into the motherboard (such a stray, for testing motherboards), it rolled out a d3 error, according to the instructions, this means “Starting memory sizing next”, no one will tell you a more detailed answer?

In general, the problem was in the video card, either the video card is buggy, or there is not enough power for it (it is powered by two additional 6-pins, and the PSU is installed, I don’t remember exactly, but not more than 500w) I haven’t found out yet ...
