PC does not start. What to do?

When you turn on the PC, the main boot passes, then the monitor goes blank with the inscription "The monitor has gone into sleep mode." If you try again, the PC may turn itself off, then turn on, after 3 seconds it will turn off again and turn on again, and so on ad infinitum. Windows is installed on an SSD, I tried to run ubuntu from a flash drive - it worked. But when I try to install it on any disk (I have 2 HDD and SSD), an error occurs, saying that the disk is faulty. I doubt that 2 of them broke down at the same time, because sometimes the PC still managed to turn on, and the disks worked fine ... In general, what could be the problem?

I doubt they both broke at the same time.
It is necessary not to doubt, but to know.
Check the disks first - see SMART.

@abyrkov

1. Clear CMOS
2. Check cables (including power)
3. Check disks
