Can a resident of one country, being the owner of a company registered in another country, register and verify a PayPal business account for his company (as a legal entity with documents for the address) at the address of the company's registration, without living (as an individual without supporting documents for the address) in the country of incorporation of the company?

Paypal never makes exceptions for company verification.

Is there an example of a country where verification is based on the company's documents, and not on the owner/director's physical person?

There aren't any exceptions. In all cases, you will need to provide a photo ID of the PayPal account holder and company documents.
