As far as I know, PayPal withdraws money in a specific way. It sends CVV only once (when verifying the account), and on subsequent transactions it does not send CVV. And some banks do not accept such transactions. You can call your bank and ask. I contacted the bank. You need to change the security level (in my bank “allowed without CVV2”) for the duration of the payment from Paypal. Because of this, the payment was rejected in my case.
