When registering a card, Paypal takes a little more dollar from it for verification, everything went well, he accepted it, but further checks or payment attempts (I wanted to transfer one dollar for the test) give the message “You cannot complete this action on the card you have selected . Please select another card.". What are the options? What can be done?
In general, I made payments on the Internet with this card, everything works fine, it is linked to my account on samsungapps and I bought programs with its help.

Have you passed card verification ? The dollar is withdrawn from the account for a reason, the statement for this operation must contain a code that must be entered on the site. This is how you confirm that you are the owner of the card.

As far as I know, PayPal withdraws money in a specific way. It sends CVV only once (when verifying the account), and on subsequent transactions it does not send CVV. And some banks do not accept such transactions. You can call your bank and ask. First, what is the status of the transactions you were trying to make and why they were rejected (if they were rejected by the bank, then they should have the information). Secondly, you need to ask what can be done about it. As a rule, you can turn off CVV ​​verification for a while so that you can make a transaction with PayPal. It's probably not worth disabling CVV verification forever.

A similar situation happened to me. The dollar was withdrawn (there was no verification code in the transaction description), but the above-mentioned error got out. Contacted support. He asked a question for what this dollar was withdrawn (when verifying the card, they withdraw more than one and a half) and why this error came out. The answer was this: your bank rejected the request to perform this operation. The first question was ignored. I haven’t applied to the bank yet, but I think something is on the side of Paypal, since they were able to withdraw a dollar. For now, that's all I can do to help.

I contacted the bank. You need to change the security level (in my bank “allowed without CVV2”) for the duration of the payment from Paypal. Because of this, the payment was rejected in my case.
